SUMMARY:

The position is responsible for District-wide direction, supervision, and planning of Children's Services including formulating budget for children’s materials, developing policy for children’s services, coordinating programs for children and families, coordinating purchasing of Children's materials and maintaining children’s materials collection, planning workshops and speakers, and assisting with staffing decisions and interviews.

This position also has District-wide responsibility for public relations and marketing duties including planning, implementing, coordinating and directing a variety of community relations and public information activities and events. Develops programs, brochures, informational publications, newsletters, news releases necessary to market the Library District and Library programs and functions.

Position performs professional duties requiring the exercise of professional skill, initiative and independent judgement. Also, responsible for the department budget and for supervision of department staff and contract workers. Assignments are given in broad terms of general objectives and performed with administrative supervision only.

ESSENTIAL JOB FUNCTIONS:

Children's Programs: 

  • Coordinates, plans and organizes District programs for children, families, parents and childcare providers, such as the summer reading program.
  •  Develops guidelines and standards for children’s programs presented in branches.
  •  Plans and coordinates workshops on topics related to children's services for parents, educators, childcare providers, and for Library staff.


Children's Material Collection: 

  • Coordinates the selection of children's materials and early childhood materials for all branch libraries.
  •  Directs collection development projects for subject areas or new branches. Maintains current, relevant collection of materials for children.

Children's Community Relations: 

  • Works with community groups and institutions such as schools, day cares & preschools, Parents as Teachers, etc to keep them informed of services available to children and work cooperatively on projects of mutual interest or benefit.


Children’s Services: 

  • Works with children’s services staff and administrative staff to develop new library services and collections for children in branch libraries and the community.

Marketing: 

  • Creates and designs the public relations and marketing plans for the Library District.
  • Coordinates the preparation, production, and distribution of flyers, brochures, newsletters, etc to market the Library Districts programs, activities, special events, promotional campaigns and services.
  • Maintains a mailing list for library program calendars and promotional information.
  • Coordinates the selection, production and purchase of promotional items and products such as posters, bookmarks, magnets, District clothing, promotional giveaways, etc.
  • Assists with the Library District’s participation in community fairs, fundraisers, exhibits and parades.
  • Works with branch and administrative staff to determine methods to market and enhance services and develop Library District image.

Media Liaison: 

  • Serves as the liaison and spokesperson between the Library District and the media assisting with gathering and providing information, directing requests to the appropriate sources, and responding to requests and inquiries from the media for information about District activities.
  •  Prepares news releases and articles to promote the Library District services, materials and programs in local, state and national publications.


Public Relations: 

  • Scheduling, planning, organizing, and publicizing of special events.
  • Development and updating of forms, brochures, flyers, and other materials.
  • Serves as clearinghouse and quality control for library publications, signs, brochures and flyers.
  • Coordinates the development and maintenance of information about the Library District on the Internet home page ensuring that the content is relevant and presented in an appropriate format.
  • Prepare and present information for presentations to community groups


Internal Communications: 

  • Weekly prepares, produces and distributes the staff newsletter, the Grapevine, gathering information to keep District staff informed of District business.


Budget Development:

  • Prepares annual budget for CRM department; determines the needs related to personnel, equipment and supplies.
  • Prepares annual budget for children’s materials.


Employee Development:

  • Interviews, hires, trains and manages employees for CRM.
  • Assists with the interviewing, hiring, and coordinating of Children's Services staff in all branch libraries.
  • Organizes and prepares in-service training for children’s services staff.
  • Meets regularly with children’s department heads from all branches to develop district wide approach to children’s services.

GENERAL JOB FUNCTIONS:

Works cooperatively with the Friends of the Library and with the Library Foundation.
Responsible for the maintenance and upkeep of photographic and video equipment.
Serves on committees within the District.
Participates in local, state or national organizations for children's services and for public relations.
 

EQUIPMENT:

Telephone, personal computer, scanner, photographic and video equipment, copier, and automated catalog.

EDUCATION AND EXPERIENCE:

Required: Must have knowledge of the functions of public libraries; excellent communication and organizational skills; knowledge of modern printing and copying procedures and equipment; knowledge of desktop publishing software. Must have an accredited Masters in Library Science degree with emphasis on library service to children, and at least 5 years experience in related areas and excellent customer service skills. Demonstrated experience in design and production of publications. Background and training in public relations, communication or marketing.
